What changed on 31 August 2026
New DTV applications must go to the Thai embassy or consulate responsible for your country of nationality — or a country where you hold documented permanent residence. Third-country "embassy shopping" is no longer accepted.
Applicants must now submit a certificate of criminal record clearance issued by the authorities of their country of nationality or the country of application, typically issued within the last three months.
Everything else about the DTV is unchanged: five-year validity, multiple entries, 180-day stays, the 500,000 THB financial requirement, the three categories (Workcation, soft-power activities, dependents) and the fee structure. What counts as permanent residence
Legal residence means a documented right to live in a country — not simply being physically present there. Embassies look for:
Residence permit or card · long-stay visa · work permit or employment pass · student visa with current enrollment · permanent residency documentation.
Tourist stamps · visa-exemption entries · hotel bookings · rental contracts alone · "strong ties" or frequent travel history.
Each mission sets its own evidence standards. The Royal Thai Embassy in Washington DC, for example, accepts a valid US visa or Green Card; London cites Indefinite Leave to Remain. Some missions also require citizens to show current or recent residency — read your own embassy's checklist before building an application timeline.

Criminal record certificate
The Vientiane mission's notice — the clearest published wording — requires a certificate of criminal record clearance issued by the authorities of either your country of nationality or the country where you apply. In practice, missions specify recency: Washington DC lists an FBI certificate issued within 3 months.
Ordering a police certificate can take days to weeks depending on your country — start this before you book any travel. Requirements vary by mission, so confirm the exact certificate, issuing authority and freshness window on your embassy's DTV page.

Impact on cooking classes and Muay Thai
The soft-power category is explicitly unchanged — embassy checklists still name Muay Thai and Thai culinary training as qualifying activities, and still require a letter of acceptance from the institute organizing the activity. What the August 2026 change adds for soft-power applicants: the criminal record certificate and documented nationality/permanent residence. Plan both before enrolling — police certificates take time, and your application now goes through your home mission regardless of where the school is.

Common scenarios
Your visa remains valid. Nothing changes for you until you need a fresh application.
Applications submitted and paid before the deadline continue under the old criteria. Watch your email for document requests.
New applications cannot be filed inside Thailand. You must exit and apply via your home or residence-country mission.
Either passport's mission works in principle. Choose where your documents are strongest and the post is reachable.
Complex cases — citizenship of a country with no Thai mission, undocumented residence, or unusual histories — need individual attention from the mission or a licensed professional rather than general guides.

Where this is verified
The location and police-certificate requirements appear on official Thai mission pages, including the Royal Thai Embassy Washington DC DTV page (updated 1 Sep 2026) ↗, and were announced through individual missions — most clearly in a Vientiane notice dated 28 August 2026. Multiple independent immigration services reported the same requirements in late August and September 2026.
There is no single Ministry of Foreign Affairs press release; the rule was rolled out through the missions. Checklist details differ slightly between posts and a few mission pages had not been updated when we checked — always confirm with the specific embassy that will handle your file.

What changed with the DTV visa in August 2026?
From 31 August 2026, DTV applications must be submitted to the Thai embassy or consulate responsible for your country of nationality or permanent residence, and applicants must provide a certificate of criminal record clearance. The previous practice of applying at a convenient third-country mission — Vientiane, Ho Chi Minh City, Kuala Lumpur and similar — is no longer accepted for new applications.
I already have a DTV. Does this affect me?
No. Existing DTV visas remain valid, and applications submitted and paid before 31 August 2026 continue to be processed under the previous criteria. The change affects only new applications filed from that date.
Can I still apply for a DTV in a third country?
Only if you are a national or documented permanent resident of that country. A tourist stamp, visa-exemption entry, hotel booking or rental contract does not qualify as permanent residence.
What police clearance certificate do I need for the DTV?

You cannot file a new DTV application from inside Thailand. You must leave the country and apply through the Thai mission covering your nationality or documented permanent residence. Factor this into your timing if your current permission to stay is ending.
Do visa extensions inside Thailand still work the same way?
Yes. Extensions are handled by the Thai Immigration Bureau and are unaffected by the embassy location rule. However, a fresh DTV application after your visa runs out is a new application and falls under the new rules.
I hold dual citizenship. Which embassy should I use?
In principle either. Choose the passport whose covering mission is realistic for you to reach and where your supporting documentation is strongest.
